What the game files put at or under level 20, the beta’s cap: the dungeons the Group Finder offers by then and the zones whose levels start by then. The files do not say whether Blizzard opens each one in the beta. Dungeons: the Group Finder’s first level, left out when their maps are still sealed in the beta files. Zones: the first level of their range.
